How do I get access to my playlists on my Apple TV?

You should be able to find the library on your computer in the Computers app on the Apple TV when the computer is running iTunes and home sharing is enabled. To allow your playlists to show in the Apple TV Music app you would need to subscribe to either Apple Music or iTunes Match and set up iCloud Music Library.
