Quick and simple answer is your iPad Mini model is too old and cannot be upgraded/updated any farther than iOS 9.
Your iPad Mini is a nearly 8-years old device, now!
SnapChat and Instagram need an iPad that can run, at least, iOS 11.
Older iPads are too old to run newer iOS versions.
You need to purchase a new, refurbished or much “newer” ( read used ) iPad model.
