How to get safari back on my iPhone

Are you sure you simply disabled it in your restrictions?

See https://support.apple.com/en-ca/HT201304#allow-apps and simply re-enable Safari.

Safari CAN NOT be deleted from your iPhone, so search better in all your screen pages and/or in your folders.

If you still can't find its icon, Safari can have been "restricted". Please check:

Settings>ScreenTime>Content&Privacy Restrictions>Allowed apps... Safaru MUST be ALLOWED.
