Why does my iPad show about 4gb tied up in “other” storage?

iPad showing storage as maxed out- 15.8 out of 16gb.

nearly 4gb is tied up in “other” category? How do I fix this? Restarting did nothing

iPad 2, iOS 9

A bloated other often indicates some corrupt data on your device. The best method to get rid of it is to backup your iPad, then restore your iPad from backup. I have helped countless people I know eliminate their "other" by doing this.
