Safari tabs gone after erasing and restoring iPhone 7

I just erased all content and restored my phone to a backup I made on my PC. Now, all my open Safari tabs are gone. I still have my bookmarks, but no tabs and no history. I had quite a few tabs open that I want to retrieve.


I even tried erasing and restoring from the back-up again, but same issue.


I now noticed that the backup I made was not "encrypted." The tabs were also not stored on iCloud. Am I screwed or is there anything I can do?

Open web pages are not part of the backup.
