ipad 3 ios 9.3.5 activation lock, apple id locked

Hi, my parent's ipad apple id was locked as we forget the password to the apple id and try too many times, is there a way to unlock it? The ipad is currently formatted and was stuck at activation lock screen. This is the apple id, i've tried to reset the password but there is only 2 option

  1. reset instruction was sent to address which is not accessible currently because the appleid was locked
  2. we forget about the security question which is the birthday


i've no way to reset the apple id password, i now roughly remember the password, but due to it is being locked, i couldn't try to login the apple id again, is there a way to remove the apple id lock and let me try my password again? Your help is very much appreciated

If you are locked out of your Apple ID account you can go to https://iforgot.apple.com

This will provide you with the recovery steps you put in place for this situation.

See Turn off Activation Lock https://support.apple.com/en-us/HT201441. All possibilities related to iPhones, iPads, and iPods are covered here except the case of inheritance.

 

If you are the original owner: If you have iOS 11 or later and your account is protected with two-factor authentication, use get help with a forgotten passcode or disabled device to recover your passcode. Otherwise, use forgot your Apple ID or your Apple ID password to recover the needed credential(s). If you can’t recover the needed credential(s), contact Apple Support and present your original purchase receipt for your device from an authorized Apple seller with the device’s serial number on it. You’ll need a photo ID too.If you can do neither, then the device is useless to you.

 

If you acquired your device second hand, you usually will need to obtain the needed password from the person that last set it up. If you can’t obtain it, in the rare case your device came activation locked from an authorized Apple seller, then contact Apple Support and present your original purchase receipt for your device with the device’s serial number on it. You’ll need a photo ID too. If you can do neither, then the device is useless to you.

 

In either case, you can use the suggested support options below if you have the needed receipt. Alternatively, if an Apple Store is open in your area, then you can go there to deal with your problem. In this case, you can make a genius-bar appointment (https://www.apple.com/retail/geniusbar/) if you want.

Note that in the Apple security framework not being able to answer the birth date question is equivalent to not being able to answer you security. questions, So see If you forgot the answers to your Apple ID security questions https://support.apple.com/en-us/HT201485

 

You have indicated, in effect, that you can't answer your security question satisfactorily. So see Security and your Apple ID https://support.apple.com/en-us/HT201303

 

This document says “without proof of your identity via security questions and other carefully selected criteria, Apple Support can't help you reset a password or perform any other actions on your account.”

 

Thus, we can do nothing to help you, except to mention that Apple support might help you if you have an extenuating circumstance (e.g., you have your receipt for your purchase of a pertinent device from an authorized Apple seller with its serial number on it). If you want to contact Apple Support to discuss any possible extenuating circumstance, see the support options below. Alternatively, if an Apple Store is open in your area, then you can go there to deal with your extenuating circumstance. I tried, there is only 2 option i can reset my password, one being email sending to my apple id account, which is not accessible, because i create this appleid just for my parent ipad, never access the email before. Second was the security question, which is the birthday, i have forgotten what birthday i put, i tried all possible birthday, i might be setting the birthday wrong when registering for the appleid, so i'm pretty much screw, is there other way to unlock the apple id?
