After updated iOS 12 I am facing battery issues.. can I downgrade ios to back my battery health ?

Not sure. I recommend not doing that because new versions get bug fixes, etc.
Only an iPhone 5S or iPhone 6 should be using iOS 12. Any newer iPhone should be using a more recent iOS version.
