I have the 2nd generation AirPods and my left AirPod is quieter then the right and I have tried both cleaning them and restarting then but neither helped so can you send me a new pair? Or is their something else I can do?

Try this:
Go to Settings > Accessibility > Audio/Visual and scroll down to “Balance L vs R” (Adjust the audio volume balance) and make changes.

Not sure you can just get a new pair. Try to mess around with the settings. I've had friends experience the same problems but ending up having it working find without getting new AirPods or anything. I'm sure there are YouTube videos out there explaining how to fix your problem. MrBill3 mentioned a way. Take a look at that.
