Why is my phone still saying the storage is full after buying more?

It sounds like the physical storage on your device is full, rather than the iCloud storage that your device backs up everything to, such as photos, and data for apps etc.
If you go to Settings --> General --> iPhone Storage (Assuming it's an iPhone) it will run some check son where your iPhone physical storage is being used up, and you can look to remove data, or apps to free up some space.
