So I just bought a used iPad Pro 11” 2018 from someone online. Said there was no issues or cracks. And it came cracked. If I bought AppleCare+ now would they be able to replace it for cheap or would I still have to pay the large amount of money to fix the screen ?

And, even if you could buy it, Apple would require an inspection of the device before they will sell it to you when you do not buy both the device and Applecare together.
No, you can't with an iPad from 2018.
