I assume that you subscribe to Apple Music. If not, you purchase music in the iTunes app and add it to your library by downloading it in there.

Add and download music from Apple Music or buy music from the iTunes Store - Apple Support

I do subscribe to apple music. I no longer have a plus sign or a cloud sign to download my music and add it to the library. It only says "Add to Playlist". Why and how do I get songs into my library now?
