I am unable to update the latest software in my MacBook Air. Every time I click on update software it gets restarted but update is not installed on it.
what shall I do?

How about free space on your MacBook Air? Do you have about 20GB of free space on your SSD to allow for the download and installation of the macOS?
If you have the free space then try downloading and installing from ➔ Download macOS Catalina Combo Update
