Can an apple watch series 3 be paired with any phone network?

Looking a buying a Apple watch for my sister but her phone contract is with Tesco Mobile. Will still work with the Apple Watch Series 3 (Not Cellular)

Yes it will in order to make/receive calls and texts she will have to have her phone with her.
