App won’t use my Apple ID balance

Everytime I try to buy something on a app, it says payment method declined. But I have enough money on my Apple ID balance. Why is it doing this?

See If your payment method is declined in the App Store or iTunes Store https://support.apple.com/en-us/HT203005
