Hi everyone,
I have a ipad mini from 2012 which hasnt been used for sometime, but i cant get into it as the activation lock is on and i cant get it off. i have reset my apple id and password and can log into itunes and icloud but on the ipad it says "the apple id cannot be used to unlock this ipad"
any help will be appreciated

Unless you are the owner of the AppleID that was last used to activate the device, or unless you can secure the cooperation of the previous owner, you’ll not be able to defeat or bypass the Activation Lock. Without documentary evidence that you are the original owner (such as sales receipt showing the serial number), Apple won’t assist.

Thanks for that, but i already knew all that.. the thing is its my ipad, from new.. no one else has access to it so the only apple id set up on it is mine... which i have all the log in details!!!

Well, if you “knew all that” - and nothing in the provided guidance is helpful with your problem - then yes, perhaps you’ve got a problem.
Before I move on, have you actually proven your AppleID credentials are valid - by successfully managing to log-in to your account?
