To save apps and app data from an older iOS device on a computer, there is a special version of iTunes that you can install that will still allow you to save both the app file and data

This is iTunes 12.6.5.3 found here.

Deploy apps in a business environment with iTunes – Apple Support

iTunes 12.6.5 for the Mac requires OS X 10.11.4 or later. Not sure of Windows PC system requirement.

DO NOT download OR USE the latest version of iTunes (version 12.7.x and later ) as there is no more support for saving apps in iTunes under the most recent versions. If you have already downloaded the recent 12.7.x version of iTunes, NONE of what I have wriiten here in this post reply may work!

You will need to use an older iTunes version and once it is downloaded and installed on your computer, at launch, hold down the Opt/Alt key on your keyboard while launching this older iTunee version, so you can create a new Tunes library.

BEFORE DOING the IMMEDIATELY ABOVE, if you already use a newer iTunes version on a computer and already have an iTunes Library, you will need to find the iTunes Library folder on your computer ( usually located in folder labelled Music ) and, temporarily, move/copy this folder to another location so you do not accidentally write over your existing current iTunes library.

Best of Luck to You!

Unfortunately this will no longer be possible.

Since 2019 and now in 2020 many, MANY third party app developers have permanently removed ALL of their older iOS versions of their apps from the Apple iOS App Store servers for good!

You will not be able to retrieve ANY apps for that 10-year old iPad, now.

So, if you delete any older apps from older iPads, now, without finding a way to save these older version apps in some other fashion, these older apps will be permanently gone for good.

Whenever that iPad needs a full reset of tat device to a new device state now, and for these 8 and 9-year old iPads, this act of the complete device reset means a certain level of operational “death”to these very old iPads, for good, after the fact.

Very Sorry.
