My old iPad did not have enough iCloud memory to hold all the data on it. When I turned on my new iPad it only transferred over up to the last iCloud backup. How do I transfer the remaining data without screwing anything up?

My old iPad did not have enough iCloud storage and had not backed up for awhile. When I got my new iPad it only transferred that from the cloud. How do I transfer the remaining data without screwing everything up.
