Can I buy an apple watch GPS+Cellular without setting up a sim plan (since my Iphone operator at the moment is not supported in apple watch) and use the watch only with GPS?

And as long as your iPhone is nearby, it will do Everything the cellular model would do, only via the iPhone radios.
