I’m paying for the iCloud storage but it on another account. How do I switch it to my current accounts

You can’t. iCloud storage is tied to the Apple ID that was used to make the purchase and can’t be transferred to another Apple ID account. It works that same way with anything that is purchased with a specific Apple ID. All purchase are tied to one specific Apple ID.
