Just got a New Apple ID

I can't seem to find current HT online.

My daughter created a new email addy and would like to update her Apple ID to this new email.

She's not concerned about purchases. Everything she downloaded was free, so I assume she can just go re-download those apps and be fine.

What happens with pics, videos and contacts?

Yes, she has iCloud backing up.

Than you for your help.

iPhone 7, iOS 13

If she is updating her existing ID, note the restrictions in the article. If she does a name change, she shouldn't lose any data or purchases.

Apple ID Name Change.

What to do after you change your Apple ID or password - Apple Support    I suggest doing this before you change your Apple ID or password.

Your daughter Created a new Apple ID https://support.apple.com/en-us/HT204316. See the data implications of doing so below.

First, she will not be able to merge the Apple IDs by ... [updating] her Apple ID to this new email."

Second, note that some of these things will need to be done even though she is not changing Apple ID. See What to do after you change your Apple ID or password https://support.apple.com/en-us/HT204071

Third, ignoring app purchases because of what you say above, there still are more data implications to consider.
