Did you create the shared album on an iPhone/iPad or on a Mac?

Has the album been enabled as a public website? On the iPhone or iPad you have to enable it like this:

1. In the Albums tab, select a shared album.
2. At the bottom of the screen, tap People.
3. Turn on Public Website
