If multiple of my devices share the same apple ID and I upgrade my iCloud storage on 1 device do all my devices get upgraded?

Yes. What upgrading applies to is your whole Apple Account. All devices associated to it will be affected, in that they can have access to the upgrade's full storage capacity between all devices using iCloud.
