Connecting Activity app on iPhone and iwatch5

My activity app on iPhone says "to use the app on your iPhone, first set up activity on your Apple Watch".

My watch says "to start sharing activity , use the activity app on your iPhone." How do I get them to work with one another? I can't get either end to let me do anything.

Unpair and re-pair and setup as new,not from a backup.
