Photos (albums) from Mac are not appearing in the finder sync to put on iPhone.

I don't have iCloud photos set up, just photo stream and shared albums via iCloud. Recently when I went to sync my albums no albums appear in the finder syncing that are in my photos on my Mac. I have read about 2 dozen articles looking for a fix, but can't seem to find one yet. If anyone know how to fix this please let me know.
