I am in my iCloud Photo app, and don't see a way to share an album with other users, to allow them to access photos. I have tried settings, clicking on the album icon, etc., but no luck.

Thank you! I eventually used the upload symbol, which when the cursor rolls over it indicates "share," and it gave me a link to send my friend, but she hasn't replied so I cannot confirm it worked. It appears, from what you say, that she will tell me it wouldn't give her access.

Shared albums are not visible or manageable in iCloud. You need iCloud for Windows or a macOS/iOS Photos app.
