By installing iOS updates when they are available. There is no separate way to update Safari.
The only way to update any of the preinstalled apps is to update the iOS software on your phone. If you are running the most up to date iOS 13.4.1, then Safari is updated as well. You cannot update the preinstalled apps otherwise.
Are you receiving a message somewhere that you need to update to the latest version of Safari? If so, where are you seeing it?
