on may 17 i was deducted $0.99 from my banking acc due to the 50G plan of storage i chose, but this is my 2nd time paying the $0.99. why is my icloud storage still sitting at 50G max if i’ve already payed twice for 50G

It isn't correct. You are renting iCloud storage space and paying a monthly fee. The amount of storage remains the same unless you pay a higher fee to rent more.
