Mac Mini cursor stuck in one position

As soon as I boot and the Mac fires up after login, the cursor gets stuck in one position.

This does not happen in Safe mode.

I have removed all startup items, uninstalled apps that startup and tried everything (inlcuding reinstalling Catalina) but am not able to fix the issue. Any help is appreciated.

Mac mini, macOS 10.15

Does the cursor work in non-safe mode with the tablet disconnected? If the tablet's acting as if it's pressed, the cursor won't move. Booting in safe mode doesn't load the tablet drivers, so avoids the problem.
