Can't Delete an SMTP Mail Server in macOS Mail Mojave

When I send an email, or open and close the smtp settings for the account, after some time the original smtp server is always reselected. Furthemore, on the link below it says the smtp server will revert after changing networks or disconnecting from wifi. I don't want this to happen. My outgoing smtp servers are off line. I have checked that all settings are correct. Previous articles suggest deleting the account and reinstalling. Remove the account then add it back in.

You can manually make changes to server settings if you select "Other"

But you can by deleting that mail address completely, then make a new one.
