just upgraded to Catalina - finder menubar has disappeared

After waking my computer the top menu bar was not visible to open any Finder window or to access the System Preferences under the Apple menu. confirmed I was not zoomed in on the Screen. Used Dock to launch Safari. When used Cmd + Tab the pop-up for Finder/Safari did not appear.

Only after full restart did the Finder act normal with Menu bar and Cmd + Tab.

Is this a hidden feature of Catalina?
