Line spacing in Numbers

How do you adjust the line spacing in Numbers?

Numbers Help advises:

1. Select the text or cell, then click on the Format icon of the sidebar (but there is no sidebar, only at the top with 5 icons in green)
2. Click on Text > Adjust line spacing (but no new menu appears after clicking on Text).
