Hard to say, since you have not described what happens when you try. Your cellular carrier controls Hotspot, and as long as you have it activated by the carrier, you just need to turn it on and then look for the name of your iPhone in the wi-fi setup area for your computer, and then select that network and enter the password that is on your iPhone.
