Is it possible to answer a call on your Apple Watch with Bluetooth connected to your iPhone but not Wi-Fi ?

Yes as long as your watch is connected to your iPhone or if you have a carrier plan on the watch.

Yes it is,if it's the non cellular version of the watch then you have to have your phone with you.
