Screen Protector (that cost 40$+) for my Brand New Iphone 11 Pro has a crack. What are my options to get it fixed without any charges ? Also i am not sure of the service levels available during the Covid19/ Corona situation ? Please advise ? Currently at Area code 83704.

I'm not sure why the price you paid is important here, it did what it was supposed to do, stopped your screen from cracking. They are made by Belkin and warranty processing is done through them, not Apple.
