I have an iMac running Mojave 10.14.4 and I'm enabling iCloud to move my photos to the cloud. I have ~40K photos and only ~4K photos have moved to my iCloud account. I have plenty of storage, 2T. I tried logging out of icloud and back in, rebooting. After doing the later, I log into iCloud.com and it adds a few more photos, but eventually stops and no more photos are added to my account. Frustrating...
First of all you have not updated the Mac , the last update using Mac OS mojave was 10.14.6 you are still using 10.14.4 so update it https://support.apple.com/en-in/HT201541

How long have you waited? Any videos?
That size of a library could take days or even weeks to fully sync the first time.
Yes, I do have videos. I started about a week ago and it's slowly making progress - As of today- I have 8K pictures and 699 videos uploaded. Still a long way to go, I guess I need to be more patient and let it do it's thing. Thanks.
I have a high speed network and I've seen the referenced artical (thanks). It's slowly making progress on uploading the photos. I'm going to hold on on updating the system right now.
iCloud photos not syncing
