Thanks for using Apple Support Communities! I see you're having some issues with two Continuity features, and I'd like to do what I can to help.
Here are the articles on how to set up both of the Continuity features you're having trouble with. Verify that all steps were followed as shown.

Double check that all system requirements are met: System requirements for Continuity on Mac, iPhone, iPad, iPod touch, and Apple Watch
If everything is set up as shown, then I'd suggest turning both features off on all devices, restart all devices, then turn both features back on again.
If you're still having the same issues, then I'd recommend contacting Apple Support. Let them know what's happening and what you've done for troubleshooting so far.
