From the article below updated on 24 Apr 2020. If it has been on longer than 2 weeks, you can't turn it off.
Can I turn off two-factor authentication after I’ve turned it on?
If you already use two-factor authentication, you can no longer turn it off. Certain features in the latest versions of iOS and macOS require this extra level of security, which is designed to protect your information. If you recently updated your account, however, you can unenroll for a period of two weeks. Just open your enrollment confirmation email and click the link to return to your previous security settings. Keep in mind, this makes your account less secure and means that you can't use features that require a higher level of security.

Thanks for help. I found the email and have reversed the 2factor auth. this is a second apple email and the TFA was a pain. It did screw the email account but a restart solved. I was attempting to use a third party email due to many crashes with apple mail. Anyway to do this without the TWA?
You are welcome. If you use your iCloud email address with a 3rd party application, it requires an app specific password. The app specific password requires 2 Factor Authentication or 2 Step Verification. I don't know of a work around.
No, you can't. From the article below.
To generate and use app-specific passwords, your Apple ID must be protected with two-factor authentication.
So I can’t get an app specific password now that I rescinded TFA?
