do not enable 2-factor authentication ever

I'm setting up MacBook Air for 88-yr old friend. Do not want to enable 2-factor authentication. She already has Apple ID. How can I keep it from asking to enable 2-factor authentication so she does not enable it?

Unless your friend sets up 2FA, they will not be able to access a number of Apple services. 2FA protects your Apple ID.
