I'm interested in using Messages from my Mac, but my iPhone 11 (running the latest iOS) doesn't display the option to turn on text message forwarding, even though I have a full texting plan. As a result, I can't sent text messages from my laptop.

Check and follow all of the instructions here, Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support. Both devices need to be logged into the same Apple ID account.
Thanks, but I've followed all of the instructions. My problem is that in my Messages settings, I don't have the option to turn on text-message forwarding, as shown in the instructions. The option is just absent. In the instructions, that option is shown as being between Send Read Receipts and Send as SMS, but for me, there's nothing there. Here's a screenshot.
Is iMessage successfully activated? For Send & Receive, do you have your Apple ID setup? Do you have any Restrictions turned on in Settings>Screen Time?
Also, I should add that all of the other Continuity features work for me, with the exception of making and sending phone calls. That almost never works between my phone and Macbook Pro.
