Pages 10.0 "Section options" won't appear -- can't choose "Right and left pages are different" for headers

After you select Facing pages in the Document panel, switch back to the Format panel, and click the first icon in the thumbnail view. The section panel now replaces the text panel, and you can select the L and R pages are different. Click anywhere in your body text to dynamically switch back to the Text panel.
