The pop up copy

When I want to copy and paste on my IPad. The sign “copy” doesn’t come up. Therefore I am unable to copy so I can paste.

Have you selected something to copy? You need to select text, then tap and the menu should appear. Cut, copy, and paste between iPhone and your Mac - Apple Support

Yes, I highlighted a text and tapped it and usually the word copy pops up and I would tap it but the copy is not popping up
