My Apple TV starts with splash screen (Apple) but goes black and then reboots??
wont start.
You will need to restore. The process for doing so will be dependent on what model it is so best to verify that first.

Be aware that if it persists that that the 2nd gen is classified as obsolete and no longer supported. The 3rd gen is discontinued, but still supported to some extent.
