You can only recover photos from iCloud, that are still visible in All Photos or in the Recently Deleted album. The Recently Deleted album is saving the deleted photos for 30 days, then they will be permanently deleted.

Are you still seeing any photos, when you are opening the Photos.app at www.icloud.com?
