I recall I used to be able to drag and drop mailbox's from one parent mailbox to another. I could also change the sequence they were listed in by dragging them as well.
I don't seem to be able to do this now I've "upgraded" to Catalina.
Am I missing something or has this functionality been lost ?

Ok - seems like it was user malfunction. I was trying to do this with the trackpad - when I used a mouse it worked - so I will have to review my gestures to the computer :-)
Still works like before for me as well in Catalina.
