Security & Privacy / camera : no apps showing.
why can't I see any apps when Camera is selected in Security & Privacy?
I am using Blackboard Collaborate and While in Camera settings I can't see my webCam selection?
iMac 21.5", macOS 10.13

You can click the little + icon near the bottom and add the app to the privacy pane and check it. You may need to restart the app for changes to take effect.
