Target Display Mode OS question

Do both computers have to be running High Sierra or earlier, to use this with a Thunderbolt 2 connection? If so, how can I use a 2012 iMac (High Sierra) as an external monitor for a 2014 (Catalina) MacBook Pro? Thank you.
