my Partner and I share the same Apple ID, recently I turned on and upgraded my iCloud to sync with my photos on my phone so I could free up storage space and now every photo I take shows up in his phone library. Is there a way I can disable this feature?

No.
You have to pick a battle.
Simply put, Apple IDs are not designed to be shared. To Apple, and the iCloud Photo Library, you are the same person using 2 devices.
Separate Apple IDs will fix this.
Turn off iCloud sync photos across devices
