apple watch 5 exercise mode

When I walk indoors for 40 minutes and two miles I get exercise credit for the full amount of time and distance.

With caronavirus, indoor track is out - so outside, same time and distance the watch exercise mode gives me about half of the credit?? Weird, I use the correct choice for inside walk or outside walk. Why are these so differenct?
