How to double tap and drag using touchpad

Since my last update for my MacBook Pro, My mac lost the ability of double tapping and dragging a text using touch pad. Is there anyway to resolve it?

I read lots of answers to the similar questions. They said activate dragging in touchpad options. But the current IOS does not have options for Touchpad.
