Are your incoming calls going straight and ONLY to another person's iPhone? If YES then call your carrier and sort things out with their support team.
Are you incoming calls ALSO going to another person's iPhone (including yours)? If YES then both of you are probably sharing the same Apple ID. Stop sharing the Apple ID.
